Bridging the AI Skills Gap: Governance, Competence, and Assurance in a Fast-Moving World

Artificial Intelligence (AI) refers to the development of computer systems that can perform tasks traditionally requiring human intelligence, such as learning, reasoning, decision-making, and pattern recognition. The concept dates back to the mid-20th century, with the 1956 Dartmouth Conference often cited as the formal beginning of AI as a discipline. Early work focused on symbolic reasoning and rule-based systems, but these approaches struggled in real-world, complex environments. The field advanced significantly in the 1990s and 2000s with the rise of machine learning, where algorithms could learn from data rather than relying on preprogrammed logic.

In the 2010s, breakthroughs in neural networks and the availability of large datasets and high-performance computing led to the deep learning era. This enabled major progress in natural language processing, computer vision, and speech recognition. More recently, generative AI and large-scale foundation models have transformed the field, allowing systems to create realistic text, images, and code. While these innovations provide powerful tools for business, science, and society, they also introduce new challenges around transparency, fairness, security, and compliance. As a result, governments and organizations are emphasizing AI governance and ethical frameworks to ensure responsible and trustworthy use.

The rapid pace of technological innovation has created significant opportunities, but it also presents complex challenges. Organizations struggle to keep up with emerging tools such as artificial intelligence, blockchain, quantum computing, and advanced automation. One key issue is the short technology lifecycle — systems that are new today may be outdated within a few years, making long-term planning, procurement, and compliance difficult. The introduction of new regulations, standards, and best practices has attracted many players into the AI and technology space. However, the rapid growth has highlighted a significant skills gap. Not all training programs adequately address the specialist competencies required, leaving professionals underprepared for compliance and governance challenges. The release of ISO/IEC 42001 serves as clear evidence of this need, yet many training providers have been slow to develop offerings that align with true business requirements.

Specialists in AI — both in implementation and auditing — are emerging in critical areas such as AI impact assessment, model lifecycle management, testing and monitoring, explainability and provenance, and the documentation of datasets. These domains require advanced expertise to ensure that AI systems are not only effective but also transparent, accountable, and compliant with evolving standards and regulations. Despite growing adoption of AI, many implementers and auditors still lack the specialist skills and effective tools needed to do the job properly. Limited training and deficient tooling (spreadsheets) lead to shallow understanding, weak oversight, and increased risks to governance, compliance, and organizational resilience.

Together, they help organizations identify qualified practitioners, reduce risks from unskilled resources, and close the gap between regulatory requirements and real-world capabilities.

At the same time, training providers must step up to address the AI skills gap. Too many current programs provide only introductory or generic coverage, leaving professionals underprepared for the complex challenges of AI governance, risk, compliance, and technical assurance. Training must go beyond awareness to develop specialist skills in areas such as AI impact assessment, model lifecycle management, bias detection and mitigation, testing and monitoring, explainability and provenance, and dataset documentation.

By embedding these competencies into their curricula and aligning them with emerging standards like ISO/IEC 42001, NIST AI RMF, and the EU AI Act, training companies can equip implementers and auditors with the depth of expertise required to deliver trustworthy implementations and credible audits. Without this, organizations risk continued exposure to unqualified resources, deficient oversight, and poor project outcomes.
